A peoples voice, we are a people yet.

Can anyone help me? I am trying to find a poem which my Grandad remembers learning at school.
One of the lines is "A peoples' voice, we are a people yet".
Another line is something like "The one true seed of freedom sown"
He remembers doing Ulysses at school, could it be from there? It sounds to me like a poem about a war.
