Dear Mister God

Who wrote this poem I remember from my cildhood (1930s)? It was printed on an ink blotter which I think had an ad for Wampole's syrup.
Dear Mister God, since I had to give him up
Please take care of Tippy, Sir,- he was such a tiny pup.
I know you'll treat him awful nice but he's really lots of care
And if it's raining out of doors, he'll track mud in everywhere.
He'll get into everything if you leave him just a crack,
but dear Mister God, if he bothers you, I'd be glad to have him back.
